(1) Advertisements published under rule 13 shall not be canceled ordinarily. However, if there is any unexpected difficulty or if there is a technical reason, the vacancy committee may cancel or postpone such advertisement.
(2) During the conduct of any examination for the competition, if there is any kind of disturbance or irregularity in the examination center or if any obstacle arises and the examination cannot be conducted partially or completely in one or all the centers, the examination of that day or the entire examination of the related advertisement shall be given the reason by the Vacancy Committee. (3) If the advertisement or examination is canceled for any reason or if the candidate's application is rejected, the examination fee submitted by the candidate will be returned.
